In a large skillet, brown and crumble ground beef over medium heat. Drain excess grease. Return beef to skillet, add taco seasoning and water, stir well. Bring to a boil, then reduce heat and simmer until thickened, about 5 minutes.

Heat vegetable oil in a large skillet over medium heat until hot. Fry tortillas one at a time for 2 to 4 minutes, flipping frequently, until both sides are crisp and golden. Drain on paper towels and set aside.

Warm refried beans in a microwave-safe bowl until soft and spreadable, about 1 to 2 minutes.

Spread a generous layer of refried beans on each fried tortilla. Top with seasoned beef. Place a second tortilla on top. Spread approximately 2 tablespoons of enchilada sauce on the top tortilla, then sprinkle with shredded cheese.

Arrange assembled pizzas on a nonstick baking sheet. Bake in a preheated oven at 400°F (204°C) for 8 to 10 minutes or until cheese is fully melted and bubbly. Serve immediately with preferred toppings.
