Melt butter in a small saucepan over medium heat. Whisk in flour, salt, pepper, and nutmeg until smooth. Cook for 1 minute. Gradually whisk in milk and bring to a simmer. Simmer for 1 minute while whisking continuously, then remove from heat. Stir in Gruyère cheese until melted and set sauce aside.

Place bottom halves of Hawaiian rolls cut side up in the prepared baking dish. Layer deli turkey evenly over the rolls.

Top turkey with crispy bacon slices. Spoon cheese sauce over the bacon and spread gently to cover evenly.

Place a slice of tomato on each slider, then sprinkle shredded Gruyère cheese evenly on top.

Place the top halves of the rolls over the sliders. In a small bowl, combine melted butter, brown sugar, Dijon mustard, Worcestershire sauce, dried onion flakes, and garlic powder. Brush this glaze over the roll tops. Cover the baking dish loosely with nonstick foil, avoiding contact with the rolls. Bake for 20 minutes.
