Zest and juice the limes into a medium mixing bowl. Add chopped cilantro, minced garlic, ground cumin, crushed red pepper flakes, chili powder, honey, salt, black pepper, garlic powder, and onion powder. Stir until well combined.

Add chicken thighs to the marinade, turning to coat thoroughly. Cover the bowl with plastic wrap and refrigerate for 45 to 60 minutes.

Preheat oven to 425°F. Place an oven-safe skillet over medium-high heat and warm olive oil until shimmering, approximately 1 minute.

Place chicken thighs skin side down in the skillet. Sear for about 5 minutes until the skin is golden brown, then flip and cook the other side for an additional 3 minutes.

Transfer the skillet to the preheated oven. Bake chicken for 15 to 17 minutes, or until internal temperature reaches 165°F.
