Preheat the oven to 350°F (177°C). Line a rimmed baking sheet with parchment paper and set aside.

In a large bowl, combine ground chicken, paprika, salt, black pepper, garlic powder, crushed red pepper, and fennel seeds. Mix thoroughly using a fork or clean hands until evenly blended.

Add Bisquick baking mix, skim milk, dried parsley, and shredded cheddar cheese to the meat mixture. Stir well with a spoon or an electric mixer until all ingredients are evenly incorporated.

Divide the mixture into 32 equal portions, approximately 2 tablespoons each. Lightly spray your palms with cooking spray to prevent sticking and roll each portion into a ball.

Arrange the balls spaced apart on the prepared baking sheet. Bake for 20 to 24 minutes or until cooked through and golden brown.
